Overview

The Pesticides Control Board (PCB) is a Statutory Corporation that was established by an Act of Parliament of 2000 (CAP.35:03), amended in 2018, to control and manage pesticides trade, use and disposal in Malawi. It is guided by the Board of Directors who have the overall
responsibility over its strategic leadership, control and performance.

The key functions and responsibilities of the board include: –

  • Register pesticides and issue certificates, licenses and permits, in accordance with the Act;
  • Monitor and control the import, export, manufacture, distribution, sale, storage, use and disposal of pesticides in Malawi;
  • Conduct public educational campaigns on the safe handling and use of pesticides;
  • Advise the Minister on matters related to pesticides
  • Prevent smuggling of pesticides and manage pesticides stocks at national level
  • Monitor disposal of empty or used pesticide containers and decontamination of sites contaminated with pesticides;
  • Propose regulations to be made under this Act by the Minister.

 

In pursuit of its mandate, the Board is inviting applications from suitably qualified Malawians to fill the vacant positions that exist within the Board.

MONITORING AND ENFORCEMENT OFFICERS

Position: Monitoring and Enforcement  Officers

Location: Regional Offices/ Districts
Grade: PCB 5
Organizational Unit: Monitoring and Enforcement Department
Reporting to: Senior Monitoring and Enforcement Officer

Key Duties

i) Conducting inspections of pesticides and premises such as warehouses, outlets, commercial applicators, farmer fields and sales premises for adherence to pesticides regulations.

ii) Conducting post registration surveillance at border posts and road blocks.

iii) Investigating and reporting pesticides poisoning incidences and issues

iv) Collecting pesticides stock data in the country.

v) Confiscating, in liaison with Police, illegal pesticides products and equipment.

vi) Training of pesticides users, agro-dealers and commercial applicators in pesticides risk
management and safe handling.

vii) Routine sampling of pesticides in outlets for lab analysis

viii) Preparing reports

Minimum Education Qualification and Experience

  • Degree in Agriculture or Environmental Sciences related field obtained from a recognized University Professional Experience
  • At least 3 years’ experience in pesticides management and control.

iv. Have knowledge and experience in result-based management

v. Have demonstratable analytical and resourceful mind that would likely translate into growth and sustainability of the institution

vi. Be decisive, self-motivated, assertive and excellent communication and interpersonal skills; and

vii. Be of high integrity

LABORATORY TECHNICIAN

Position: Laboratory Technician
Location: PCB headquarters – Bvumbwe Agricultural Research Station premises
Grade: PCB 7
Organizational Unit : Quality Control Section
Reporting to: Principal Pesticides Analyst

Key Duties

  1. Collecting and preparing pesticides samples for analytical tests.
  2. Preparing and standardizing reagents
  3. Conducting physical, chemical and biological tests
  4. Cleaning laboratory, pieces of apparatus and instruments
  5. Arranging and safe keeping of equipment and apparatus.
  6. Preparing laboratory reports on findings and documenting analytical data
  7. Calibrating of equipment and instruments

Minimum Education Qualification and Experience

  • Diploma in Laboratory Technology obtained from a recognized institution.
  • At least 3 years’ proven experience working as a Laboratory Technician in the chemical industry.

ASSISTANT ACCOUNTANT

Position: Assistant Accountant
Location: PCB headquarters – Bvumbwe Agricultural Research Station premises
Grade: PCB 7
Organizational Unit : Finance Division
Reporting to: Accountant

Key Duties

i) Processing payments and keeping accountable documents
ii) Checking payment vouchers
iii) Maintaining ledgers
iv) Maintaining creditors, debtors and fixed asset registers
v) Reconciling books of accounts and salary suspense ledger and accounts
vi) Invoicing of clients
vii) Filing accounting documents
viii) Preparing Salaries change sheets
ix) Preparing cash control accounts
x) Timely preparing and submitting Tax returns
xi) Allocating work and appraising staff

Minimum Education Qualification and Experience

  • Diploma in Accounting from a recognized institution.
  • At least 2 years’ work experience in an organization of similar nature and Knowledge of SAGE accounting package

ASSISTANT PROCUREMENT OFFICER

Position: Assistant Procurement Officer
Location: PCB headquarters – Bvumbwe Agricultural Research Station premises
Grade: PCB 7
Organizational Unit : Human Resource and Administration
Reporting to: Principal Human Resource Management Officer

Key Duties

i) Developing, reviewing, implementing and monitoring procurement policies, plans and
strategies.

ii) Interpreting procurement policies and regulations.

iii) Liaising with requisitioning units to come up with correct product and service specifications.

iv) Preparing requests for quotations and bid documents.

v) Coordinating the closing, opening and evaluation of bid documents

vi) Preparing, administering and monitoring procurement Contracts.

vii) Preparing minutes and reports for the internal Procurement Committee and the Office of the Director of Public Procurement and Asset Disposal.

viii) Preparing reports

Minimum Education Qualification and Experience

  • Diploma in Purchasing and Supplies (CIPS).
  • At least 2 years’ work experience

DRIVER

Position: Driver
Location: PCB headquarters – Bvumbwe Agricultural Research Station premises
Grade: PCB 11
Organizational Unit : Human Resource and Administration
Reporting to: Clerical Officer

Key Duties
i) Driving and cleaning vehicles.
ii) Conducting daily and routine motor vehicle checks.
iii) Maintaining motor vehicle log book
iv) Carrying out minor routine maintenance work
v) Reporting faults
vi) Advising on vehicle repairs and renewal of licenses

Minimum Education Qualification and Experience
MSCE and a valid driving Licence Plus 2 years’ work experience
